Background and History
Created by its developer, United Development Corporation (UDC), the Mill Creek Community Association (MCCA) was formed on December 24, 1974 as a non-profit organization in the state of Washington. UDC filled half the positions on the MCCA Board of Directors until 1982. The general membership has filled the majority of board positions since then. Mill Creek Incorporated became a city in 1983.

Anyone who purchases a home, townhouse, condo or apartment community within the original planned residential development (PRD) of Mill Creek is a voting member of MCCA. The MCCA Restrictive Covenants are provided to each property owner as part of their deed. Copies of all the governing documents are available from the MCCA office.  An annual assessment funds all operations of the association.

The Mill Creek Community Association is directed by a seven member board of directors, elected by the general membership to staggered two-year terms at the annual MCCA fall meeting. The board represents the association members in policymaking decisions. The board of directors, staff, and members are legally bound to operate in accordance with the governing documents.



Purpose
The MCCA is a membership organization primarily dedicated to protect the value and desirability of members' property as well as maintain the natural beauty of the common areas. The Mill Creek Community Association's additional role is to foster a sense of community among members by enhancing their security, civic, social and recreational interests.

The MCCA represents all of the property owners in the Mill Creek PRD who are automatically members. Through its board of directors and various committees, the association reviews architectural aesthetics, enforces the restrictive covenants, maintains common property, and provides a security patrol. Common property owned by the association includes the 11 pocket parks, 16+ miles of trails connecting the various divisions and a 120+ acre nature preserve. MCCA Security patrols the community twenty-four (24) hours a day.

The association maintains offices in the John L. Scott building located directly across from the Mill Creek Country Club. Office hours are Monday through Friday, 8:00 AM – 4:00 PM

Available for membership is an 18-hole championship golf course, a tennis club with three indoor and three outdoor courts, and a swim club featuring an indoor Olympic size pool. The Mill Creek Country Club also features "social" memberships. Each facility can be joined separately or in combination, depending on your interest. All of these facilities are private and not part of the MCCA.
